Top 7 Licensing Checklist for Cafe in Singapore

Our consultant has over the years seen many cafe / restaurant owners faces delay in their shop opening due to this 7 licensing application issues. We have since compiled up and lets take a look behind the scene of the consultant.

1. SLA / URA / HDB

When u have selected your premise, do always check on the current use of the premise.

Changing an approved use of a premises to another use may cause amenity problems to neighbouring premises in the area. A planning application for change of use would allow URA to assess if the intended new use is compatible and acceptable.

Fees: HDB (Level 1 $107-$214 once off) URA (Level 1 $535 once off) SLA (Email, $200 once off)

2. NEA /SFA

Remember to get your Food Shop License and inspection done.

You need to apply for a Food Shop Licence if you intend to operate a retail food outlet where food and/or drink are sold by retail. This is a requirement under the Environmental Public Health Act so as to ensure cleanliness and food safety in food retail outlets. Businesses requiring a food shop licence include restaurants, cake-shops, eating houses, coffee-shops, food courts, snack and drink counters, market produce shops, private markets, food caterers, food-shop (pets allowed) and mobile food wagon

Fees: $195 Annually

3. SCDF

Fire Certificate

Fire Safety Certificate (FSC) provides for the safety of the building’s occupants. Therefore, owners and their Qualified Persons (QP) whom they have engaged for their fire safety works are required to apply and obtain the FSC before using or occupying the premises.

Fees: $33 once off

4.HSA

Tobacco Retail License

A person who intends to sell tobacco products by retail must apply for a tobacco licence from the Health Products Regulation Group (HPRG), Tobacco Regulation Branch (TRB). Tobacco retail licence issued is specific to only one outlet. Separate applications need to be submitted if an applicant is operating more than one outlet.

Fees: $300 Annually

5. SPF

Liquor License / Entertainment License

Under the Liquor Control (Supply and Consumption) Act, you will need to apply for a liquor licence from Police Licensing & Regulatory Department if your company/business/society intends to supply any liquor.

For PE establishment licence, the licence fee is dependent on the type of entertainment and the permitted hours of operation. The licence for a PE establishment is normally issued for 1 year

Fees: $285-880 Annually (Liquor) $260-$1,200 (PE)

6. MUIS

Halal Certification

Muis is vested with the powers to act as the sole authority to administer and regulate Halal certification in Singapore as stipulated in AMLA.

Fees: $159 + $775 – $1140

7. Custom

Apply for AVA import licence

You will need to have an import licence should you decide to direct import ingredients into singapore.

Fees: $84 + $378 Annually
